Uma das
nossas maiores conquistas civilizacionais é a Declaração Universal de Direitos
do Homem, e a consciencialização desses direitos como guia de toda a ação
humana.
Li isto num
relatório publicado pelo Conselho Europeu, assinado pelo Comissário
para os Direitos Humanos (Nils Muižnieks):
“Many governments in Europe imposing
austerity measures have forgotten about their human rights obligations,
especially the social and economic rights of the most vulnerable, the need
to ensure access to justice, and the right to equal treatment”
“Regrettably, international lenders have
also neglected to incorporate human rights considerations into many of their
assistance programmes.”
No relatório intitulado “Safeguarding human rights in times
of economic crisis“, Nils
Muižnieks, faz as seguintes recomendações:
1. institutionalise transparency, participation
and public accountability throughout the economic and social policy cycle;
2. conduct systematic human rights and equality
impact assessments of social and economic policies and budgets;
3. promote equality and combat discrimination
and racism;
4. ensure social protection floors for all;
5. guarantee the right to decent work;
6. regulate the financial sector in the interest
of human rights;
7. work in concert to realise human rights
through economic co-operation and assistance;
8. engage and support an active civil society;
9. guarantee access to justice for all;
10. ratify European and international human
rights instruments in the field of economic and social rights;
11. systematise work for human rights;
12. engage and empower national human rights
structures in responses to the economic crisis.

recomendações para Estados em guerra ou em forte convulsão social.
Onde ainda se diz:
“Economic policy is not exempt from the duty of member states to
implement human rights norms and procedural principles. As embodied in
international human rights law, civil, political, economic, social and cultural
rights are not expendable in times of economic hardship, but are essential to a
sustained and inclusive recovery.”
Os avisos
são sérios e múltiplos. Ninguém está dispensado das suas obrigações para com os
outros, e a fronteira dos direitos humanos parece estar a ser ultrapassada. Os
ganhos civilizacionais não podem ser perdidos por causa de dinheiro.
